Board Meeting Minutes
President Chad Larson called the meeting to order at 7:00 p.m. Roll call showed all board members present.
Clerk confirmed proof of proper notice
Motion made by Bruce Mckittrick and seconded by Ed Schaffer, to approve the October12, 2017 regular board meeting minutes.
Audience to Citizens/Visitors none
POLICE REPORT: Things have been busy, but traffic is slowing down. Chief Gratz informed the Board that Dave Dregne informed him that we had received a grant from Vernon Electric in the amount of $2000.00 to go toward the security Cameras, through operation round up.
AED back in the squad car donated by EMS.
Chief Gratz presented an estimate for painting a no parking strip and 4 no parking signs for by municipal shop and town shop. Ed Schaffer made a motion to purchase no parking signs and John Deal seconded the motion. Roll Call was taken Motion carried.
EMS: Scott Wilson reported that they are starting to look at a new heart monitor, because the Phillips unit they have now will only be serviced thru 2022, this unit has more options and benefits and they are working to coordinate this with other EMS Services. Scott attended a Gunderson training class, for documentation, drug use, stroke identification. He also reported several calls this last month, but they have been able to answer the calls. He also stated the Chief Gratz has been an asset to have to help with some of the calls.
Fire –Mitch Mabb reported that things have been slow. They got a new squad in and they appreciate the help from the Town of Kickapoo and Ray and Nan Alexander for their support in purchasing this truck. They asked if the Village could put $2500.00 in for funding in this area. Bruce Mckittrick made motion to approve the picnic license for the Steak dinner and the Temporary Operators License. He also made a motion to not charge the fee for this license from the Fire Department. Brian Ewing seconded the motion Roll call taken, motion carried.
Mitch then brought the question as to what to do with the old Squad? Bruce Mckittrick made a motion to put it out for sealed bids, Ed Schaffer seconded the motion. Roll call was taken, motion carried.

Disc Golf course was tabled.
Ed Schaffer made a motion to approve all operator’s license and John Deal seconded the motion, all present Aye, motion carried.
Ed Schaffer made a motion to approve the Gunderson Health insurance contract Bruce Mckittrick seconded the motion. Roll call Taken, motion carried.
Bruce Mckittrick made a motion to move the December meeting up to December 7, 2017
Ed Schaffer seconded the motion. All present Aye, motion carried.
Bruce Mckittrick made a motion to purchase heat tape and brackets for the roof on the Municipal Building Ed Schaffer seconded the motion. Roll call taken, motion carried.
Audit Committee: authorized disbursements Brian Ewing made a motion to approve the paying of the bills, John Heal seconded the motion. Roll Call Taken. Motion carried.
Utility and Public Works: Susan reported that the Reservior will be cleaned on Sunday and Charlie will have to work on Sunday to help out. We also had another bad water test and extra tests will be taken.
Susan reported that we had to renew out contract with Jayhawk software for the utility billing
Bruce Mckittrick made a motion to renew the contract, John Deal seconded the motion. Roll call taken, motion carried.
Susan informed he that we are not allowed to let people discharge clear water over sidewalks and roadways. She asked for approval from the board to add this change to our ordinance and use the ordinance that Julie sent as a template. Bruce Mckittrick made a motion to adopt this ordinance into ours. Brian Ewing seconded the motion. Roll call was taken, Motion was carried.
Parks, Buildings, and
John Heal suggest the gutters be cleaned at the PW shop. Bruce Mckittrick made a motion to rent a lift to clear the gutters and hang the Christmas lights. Ed Schaffer seconded the motion, Roll call taken, motion carried.
Susan reported that the Village is in compliance with the Wisconsin Department of Revenue with regard to the assessments.
She then asked for approval to attend the DNR training class on floodplain management, November 15, 2017 in Darlington. Bruce Mckittrick made a motion to allow Susan to attend the training class, Ed Schaffer seconded the motion. All present Aye. Motion Carried.
The Board then worked on the Revenue side of the Budget , but decided to hold a meeting on November 16, 2017 to finish the budget.
